Member ads not showing in surf

Check approval, credits, and ad limits.

Checklist

• Ad status is approved in admin
• Member has credits allocated to the ad
• Tier ad limits not exceeded
• At least one other active ad in the queue for rotation

Legacy scripts often starved low-ID members — Perseverance uses fairer rotation, but empty queues still show nothing.
